Welcome to the Silk Road Global Chemical Engineering Service Platform!

To use the services of the Silk Road Global Chemical Engineering Service Platform (hereinafter referred to as "the Service"), you shall read and comply with this Service Agreement for the Silk Road Global Chemical Engineering Service Platform (hereinafter referred to as "this Agreement") and the relevant special rules. We provide products and/or services to you through the web page, mobile terminal, and other programs, software, clients, or similar products that we may provide from time to time now or in the future.

Please carefully read and fully understand the terms of this Agreement and choose to accept or reject them.

Unless you have read and accepted all the terms of this Agreement, you have no right to use the Service. Your login, browsing, information posting, and other behaviors on the Service shall be deemed that you have read and agreed to be bound by this Agreement. In the event of any violation of this Agreement, the Platform Operator has the right to unilaterally restrict, suspend, or terminate the provision of the Service to you at any time in accordance with the circumstances of the violation, and shall have the right to pursue your relevant liabilities.

This Agreement applies to the operation and use of any services of the Silk Road Global Chemical Engineering Service Platform. For your convenience in reading and understanding, we also provide an English reference version of this Agreement; however, the specific terms and content of the Agreement shall be subject to the Chinese version of this Agreement.

If you are under the age of 18, please do not register for or use the relevant services of this Platform.

I. [Scope of the Agreement]

1.1 This Agreement is an agreement concluded between you and the operator of the Silk Road Global Chemical Engineering Service Platform (hereinafter referred to as the "Platform Operator") regarding your use of the services of the Silk Road Global Chemical Engineering Service Platform. "User" refers to an individual or organization that registers, logs in to, and uses an account of this Platform (including demanders of chemical engineering projects, providers of chemical engineering services, relevant industry partners, etc.), and is more frequently referred to as "you" in this Agreement. "Other Users" refers to all users related to the services of this Platform other than the User himself/herself/itself.

1.2 The Service provided by the Platform Operator to Users includes publishing project demands in the field of chemical engineering, showcasing service supply capabilities, publicizing service provider information, project matching and docking, qualification verification, as well as related Internet technology services.

1.3 The content of this Agreement shall also include relevant agreements, service statements, business rules, announcements, and guidelines regarding the Service that the Platform Operator may issue from time to time (collectively referred to as "Special Rules" below). Once officially released, the aforementioned content shall constitute an integral part of this Agreement, and you shall also comply with them.

II. [Account Registration and Authentication]

2.1 You are required to register an account on the Silk Road Global Chemical Engineering Service Platform before using the Service. Platform accounts are registered and bound via email addresses or enterprise unified social credit codes, and you must complete the registration process using authentic and valid information. The Platform Operator reserves the right to change the methods of account registration and binding according to user needs and product requirements. For specific rules governing your use of the account, please comply with the relevant account usage agreement and the Special Rules issued by the Platform Operator for this purpose.

2.2 Upon successful registration of your account, the system will automatically generate a unique Platform account ID for you. You may set your account nickname, avatar, and other information in accordance with Platform rules. The setting of account nicknames and avatars must not violate any laws or regulations or infringe upon the legitimate rights and interests of others in any form; otherwise, the Platform Operator has the right to handle your account information at any time without prior notice.

2.3 Applications for publicizing service provider information submitted by Users shall be subject to review and judgment by the Platform Operator. The review of service provider information on this Platform is limited to the screening and verification of materials and information submitted by Users. The Platform Operator shall conduct reasonable and prudent formal review of the materials and information submitted by Users, but within the legal authority and reasonable capacity of the Platform Operator, it cannot conduct substantive review of Users' actual operation, service capabilities, project authenticity, and other behaviors, and shall not provide any guarantee therefor. If a dispute arises between you and other Users or third parties due to your actions, you shall independently assume liability externally, and you shall compensate the Platform Operator, other Users, or third parties for any damages caused thereby in accordance with the law.

To provide Users with more professional services in the field of chemical engineering, you agree to authorize the Platform Operator to entrust a third party to conduct verification, inspection, and review of your submitted registration materials, authentication materials, and other information registration data. The Platform Operator may also, within the scope permitted by law and necessary for review, inquire about the materials, information, and relevant background and associated information submitted by you, and determine the authentication result after making an independent judgment based on the review findings.

2.4 Registered users of this Platform shall truthfully fill in and submit account registration and authentication materials, complete information registration, and be responsible for the authenticity, legality, accuracy, validity and timeliness of such materials. Within the scope permitted by law, the Platform Operator will display your registration information and authentication qualifications to other Users based on the account materials you have filled in and submitted.

If a User needs to obtain permits, complete filings, or acquire relevant legal qualifications as stipulated by laws and regulations (such as chemical engineering design qualifications, construction qualifications, work safety licenses, etc.) to provide chemical engineering-related services or publish project demands, the User shall explicitly state this during account registration and authentication and submit the corresponding permits, filings or qualification certificates. Otherwise, the Platform Operator has the right to refuse or terminate the provision of the Service and impose penalties on the violating account in accordance with this Agreement. You shall compensate the Platform Operator or any third party for any damages caused thereby in accordance with the law.

You understand and agree that:

  1. The Platform Operator is permitted to assist in maintaining and supplementing information published by your Platform account used to participate in the Service;
  2. The Platform Operator independently develops and legally owns intellectual property rights and other legitimate rights and interests in the technical interfaces of the Service, and you may only use them within the scope of the Service;
  3. Any disputes, liabilities, or consequences arising from your causes, or from any violations of relevant laws, regulations or the terms of this Agreement by you or your Platform account, shall be borne by you independently, and you shall compensate for any losses, with no involvement of the Platform Operator. If the rights and interests of the Platform Operator or others are infringed, you shall bear full responsibility and compensate for all losses incurred.

III. [Protection of User Information]

3.1 Protecting User information (including personal information and enterprise operational information) is a fundamental principle of the Platform Operator. The Platform Operator will adopt reasonable technical and management measures to safeguard the security of User information. Except as otherwise stipulated by laws and regulations, the Platform Operator will not publicly disclose or reveal User information to any third party without the User's permission. The Platform Operator uses professional encryption for the storage and transmission of relevant information to ensure the security of User information.

3.2 During your application for the Service, you will be required to fill in some necessary information. Please keep such information true, accurate, legal, valid and updated in a timely manner so that the Platform Operator can provide you with timely and effective assistance or better services. In accordance with relevant laws, regulations and policies, please fill in your real identity information and enterprise qualification information. If the information you fill in is incomplete or inaccurate, you may be unable to use the Service or be restricted during use.

3.3 In general, you may browse and modify the non-authentication information you have submitted at any time. However, for the sake of security and identity verification (such as account appeal services), you may not be able to modify the initial registration information provided at the time of registration or the qualification information that has already been authenticated. If you need to modify authenticated information, you must submit an application to the Platform Operator and obtain approval after review.

3.4 The Platform Operator will establish a sound management system using various security technologies and procedures to protect your information from unauthorized access, use or disclosure.

3.5 Without your consent, the Platform Operator will not disclose your information to any company, organization or individual other than the Platform Operator, except as otherwise stipulated by laws and regulations.

3.6 You shall fully respect the personal information and enterprise trade secrets (such as core parameters of chemical engineering projects, core technical capabilities of service providers, cooperative quotations, etc.) of any person, including but not limited to other Users, that you learn, receive or have access to through the Service. You shall not use such information by means of collection, copying, storage, dissemination or any other means; otherwise, you shall bear the consequences arising therefrom.

IV. [User Code of Conduct]

4.1 [Information Content Specifications]

4.1.1 The "information content" referred to in this Agreement means any content created, copied, published, or disseminated by Users in the course of using the Service, including but not limited to registration information and authentication materials such as Platform account avatars, names, and user descriptions; messages and relevant linked pages such as chemical engineering project demands, service supply capabilities, and service provider qualification information published in the form of text, images, documents, videos, or graphics; as well as other content generated through the use of Platform accounts or Services, also referred to as "Platform Information Content".

4.1.2 You understand and agree that this Platform is committed to providing Users with a civilized, healthy, standardized, and orderly network service environment for the chemical engineering industry. You shall not use your Platform account or the Service to create, copy, publish, or disseminate content that interferes with the normal operation of the Platform or infringes upon the legitimate rights and interests of other Users or third parties, including but not limited to the following:

4.1.2.1 Publishing, transmitting, disseminating, or storing content prohibited by all applicable laws and regulations:

(1) Violating the basic principles determined by the Constitution of China;

(2) Endangering national security, leaking state secrets, subverting state power, or undermining national unity;

(3) Damaging national honor and interests;

(4) Inciting ethnic hatred or ethnic discrimination, or undermining ethnic unity;

(5) Undermining national religious policies, promoting cults or feudal superstitions;

(6) Spreading rumors, disturbing social order, or undermining social stability;

(7) Disseminating obscene, pornographic, gambling-related, violent, terrorist content, or content abetting criminal activities;

(8) Insulting or defaming others, or infringing upon the legitimate rights and interests of others;

(9) Inciting illegal assemblies, associations, processions, demonstrations, or gathering crowds to disturb social order;

(10) Engaging in activities in the name of illegal non-governmental organizations;

(11) Failing to comply with the requirements of relevant laws and regulations, or violating the "Seven Bottom Lines" including adherence to the socialist system, national interests, the legitimate interests of citizens, public order, social morality, and the authenticity of information;

(12) Distorting, defaming, insulting, or denying the deeds and spirit of heroes and martyrs, or infringing upon the names, portraits, reputations, or honor of heroes and martyrs through insult, defamation, or other means;

(13) Promoting terrorism or extremism, or inciting the implementation of terrorist or extremist activities;

(14) Containing any other content prohibited by applicable laws or administrative regulations.

4.1.2.2 Publishing, transmitting, disseminating, or storing content that infringes upon the legitimate rights of others, such as reputation rights, portrait rights, intellectual property rights, or trade secrets;

4.1.2.3 Content involving others' privacy, personal information, or undisclosed commercial information or core technical data of enterprises;

4.1.2.4 Posting, transmitting, or disseminating harassing information, irrelevant advertising information, spam messages, or content containing any sexual or suggestive content;

4.1.2.5 Publishing, transmitting, or disseminating rumors, false information, or other content containing untrue information, especially false information such as fabricating chemical engineering project demands, forging service provider industry qualifications, or exaggerating service supply capabilities;

4.1.2.6 Publishing, transmitting, or disseminating content that violates relevant provisions such as chemical engineering industry norms, work safety standards, or environmental protection policies;

4.1.2.7 Publishing, transmitting, or disseminating content that infringes upon the legitimate rights and interests of minors or harms their physical and mental health;

4.1.2.8 Publishing, transmitting, or disseminating content that adversely affects the Platform ecosystem:

(1) Chemical engineering-related information with sensationalized titles that are seriously inconsistent with the content;

(2) Hyping negative scandals, controversies, or misconduct within the chemical engineering industry;

(3) Making inappropriate comments on disasters such as chemical engineering industry safety accidents or natural disasters;

(4) Containing sexual innuendo or sexual provocation that is likely to arouse sexual associations;

(5) Depicting gore, horror, or cruelty that causes physical or mental discomfort;

(6) Inciting group discrimination, regional discrimination, industry discrimination, etc.;

(7) Promoting vulgar, obscene, or kitsch content;

(8) Other content that adversely affects the Platform ecosystem.

4.1.2.9 Publishing, transmitting, or otherwise disseminating content involving illegal political activities.

4.2 [Platform Usage Specifications]

4.2.1 Platform usage referred to in this Article means any conduct by Users in using the Service, including but not limited to registration and login, application for authentication, account operation and promotion, and other acts conducted through the use of Platform accounts or the Service.

4.2.2 You shall not use your Platform account or the Service to engage in any of the following acts:

(1) Submitting or publishing false information, especially false information such as chemical engineering project demands, service provider qualifications, or service capabilities;

(2) Coercing or inducing other Users to follow accounts, click on linked pages, or share information;

(3) Fabricating facts or concealing the truth to mislead or deceive other Users into project docking or cooperation;

(4) Infringing upon the legitimate rights of others, such as reputation rights, portrait rights, intellectual property rights, or trade secrets;

(5) Filling in and submitting account registration and authentication materials in violation of this Agreement, or applying for Platform authentication materials inconsistent with the registered information, or engaging in operational activities unrelated to the identity disclosed in the registered or authenticated information, especially service providers conducting operational activities beyond their qualification scope;

(6) Failing to register for and use the Service in accordance with the Platform's business processes, violating Service function restrictions or operational strategies, or taking any measures to circumvent such processes, restrictions, or strategies and interfere with the normal operation of the Platform;

(7) Promoting or cross-promoting using other Platform accounts, third-party platform accounts, or any functions without the prior written permission of the Platform Operator;

(8) Accessing the Service and related systems using plug-ins, add-ons, or other third-party tools, operating platforms, or any services without the prior written permission of the Platform Operator;

(9) Using your Platform account or the Service to engage in any illegal or criminal activities, including but not limited to fraud, pyramid selling, marketing of illegal goods, or unlicensed chemical engineering services;

(10) Creating or publishing methods or tools related to the above acts, or operating or disseminating such methods or tools, regardless of whether these acts are for commercial purposes;

(11) Imitating or confusing others' account nicknames, avatars, function introductions, or published content, or impersonating others or using others' names to carry out chemical engineering-related business;

(12) Without the prior written permission of the Platform Operator, independently or by authorizing, permitting, or assisting any third party to illegally obtain the Platform's information content for commercial purposes including but not limited to publicity, increasing exposure, or business docking. "Illegal acquisition" refers to the act of reading, copying, storing, or obtaining data and information content through non-normal browsing means such as using "spider" programs, crawler programs, anthropomorphic programs, or other non-genuine user methods, or evading or destroying technical measures;

(13) Without the prior written permission of the Platform Operator, entering into any form of agreement, commitment, or confirmation with a third party to publish any content on the Platform that constitutes bad-faith competition such as exclusivity, exclusion, obstruction, hindrance, or forced selection of any function provided by the Service;

(14) Any act that causes or may cause the Platform Operator to incur disputes, controversies, or litigation with third parties.

4.2.3 During your use of the Service, you shall not engage in any of the following activities (including but not limited to), nor shall you provide convenience for such activities (including but not limited to providing convenience for Users’ acts):

(1) Delete, conceal or alter any patent, copyright, trademark or other rights notices displayed or contained in the Service;

(2) Interfere or attempt to interfere in any manner with the normal operation of any products, any parts or functions of the Platform Operator, or create, publish or disseminate the aforementioned tools, methods, etc.;

(3) Except for unavoidable content display requirements, use any trademarks, logos or any variants, abbreviations or rewritten versions thereof of the Platform Operator in the name of the Platform Operator without its prior written permission;

(4) Bypass, attempt to bypass or claim to be able to bypass any content protection mechanisms, or cause Users to believe that they are interacting directly with the Platform Operator and its related products;

(5) Except for unavoidable information content display requirements, use the Platform Operator’s URL addresses, technical interfaces, etc. in any manner without obtaining its prior written permission;

(6) Display or otherwise provide any information of a User to any other Users or third parties without the User’s consent;

(7) Without the express consent of the User and the Platform Operator, arbitrarily publish or send commercial advertisements and other information to Users in the name of the Platform Operator;

(8) Provide proxy authentication credentials for any User to automatically log in to the Service Platform;

(9) Provide tracking functions, including but not limited to identifying other Users’ operations such as viewing and clicking on personal homepages;

(10) Automatically redirect browser windows to other web pages;

(11) Obtain unauthorized access to the products or services of the Platform Operator;

(12) Include computer viruses, Trojan horses, other malicious programs, links or any other content that may endanger the rights and interests of the Platform Operator or Users and the information security of terminals in the published information content;

(13) Fabricate or invent facts, or publicly express or imply without the Platform Operator’s written consent that a cooperative relationship exists between you and the Platform Operator, including but not limited to mutual shareholding, business dealings or partnership, or claim endorsement or approval by the Platform Operator;

(14) Other acts and content that the Platform Operator considers inappropriate or improper.

4.3 Responsibility for One’s Own Conduct

You understand and agree that the Platform only provides Users with a platform for information sharing, communication, and project docking in the field of chemical engineering. You must be responsible for all conduct under your registered account, including any content you publish and any consequences arising therefrom. You shall exercise your own judgment regarding the content in the Service and assume all risks arising from the use of the content, including risks arising from reliance on the correctness, completeness, or practicality of the content (such as cooperation losses caused by reliance on false project demands or false qualification information). The Platform Operator cannot and will not be liable for any losses or damages caused by the aforementioned risks.

4.4 You warrant that you shall not: conduct reverse engineering, decompile, or disassemble the Platform, technical interfaces, or Service data; modify the content, functions, logic, interface, or any other aspects of the Platform, technical interfaces, or Service data; use the Platform, technical interfaces, or Service data for any purposes other than those set forth in this Agreement.

V. [Account Management]

5.1 The ownership of the Platform account belongs to the Platform Operator. Upon completion of the registration application, the User obtains the right to use the Platform account, and such right of use shall belong only to the original registration applicant. If the user information submitted during the qualification review stage for Platform authentication is inconsistent with the original registration applicant, the right to use the account shall belong to the User who passes the qualification review upon successful approval. The right to use the account is prohibited from being gifted, lent, leased, transferred, or sold. In particular, certified service provider accounts shall not be transferred without authorization to entities without relevant qualifications.

5.2 The password for your Platform account is set by you. The Platform Operator specifically reminds you to properly keep your account and password safe. Both the Platform Operator and you are responsible for maintaining account security. The Platform Operator will adopt and continuously update technical measures to protect the security of your account on the server side. You shall take specific measures to safeguard your account security, including but not limited to properly keeping your Platform account and password, installing anti-virus and anti-Trojan software, and changing your password regularly. You shall log out securely after use. You agree not to disclose your account or password information to others under any circumstances. If your account is used by others (including but not limited to account theft or password compromise) or information is leaked due to your improper safekeeping, you shall bear the responsibility on your own. You understand and agree that, before you explicitly notify the Platform Operator of such unauthorized use or information leakage through complaints, account appeals, or other means and provide relevant supporting materials, the Platform Operator has reasonable grounds to believe that all conduct under such account is conducted by you.

5.3 You agree to notify the Platform Operator immediately when you suspect that your account or password is being used by others. If the Platform account you are currently using is not the one you originally registered or obtained through other channels provided by the Platform Operator, but you know the current password of such account, you shall not log in or perform any operations with such account, and you shall promptly notify the Platform Operator or the original registrant of such account. If the Platform Operator finds that you are not the original registrant of the account, the Platform Operator reserves the right to terminate your use of the account without prior notice.

5.4 You understand and agree that, to protect the data security of you and other Users and prevent the disclosure, damage, tampering or loss of User information, the Platform Operator reserves the right to conduct access reviews on the information systems you access, including but not limited to technical capability reviews, security level reviews, entity qualification reviews, etc., and to provide you with suggestions on anti-intrusion, anti-virus and other measures based on the review results. If your information system still fails to meet the requirements for protecting User data security, the Platform Operator reserves the right to refuse or terminate the provision of the Service.

5.5 If you violate relevant laws and regulations, this Agreement and the Special Rules, the Platform Operator reserves the right to make independent judgments and restrict, freeze or terminate your use of the Platform account at any time, and decide whether to restore the use according to the actual situation. Any losses caused to you thereby (including but not limited to communication interruption, clearing of User materials and relevant data, etc.) shall be borne by you on your own.

5.6 If your Platform account is stolen, you forget the password or you are unable to log in normally for other reasons, you may appeal through the appeal channels provided by the Platform Operator. The Platform Operator does not guarantee that you will definitely retrieve the account through appeal.

5.7 To make full use of account resources, if you fail to complete registration for a long time, fail to log in for the first time in a timely manner after registering a Platform account, or fail to log in and use the Platform account for a long time, the Platform Operator reserves the right to terminate the use of such account.

VI. [Data Storage and Usage Rules]

6.1 The Platform Operator shall not be responsible for the deletion or storage failure of relevant data related to you in the Service.

6.2 The Platform Operator reserves the right to independently determine the maximum storage period of data for a single User in the Service according to the actual situation, and allocate the maximum data storage space on the server, etc. You may back up relevant data in the Service according to your own needs (such as chemical engineering project materials, service provider qualification documents, cooperation communication records, etc.).

6.3 If you stop using the Service or the Service is terminated or canceled, the Platform Operator may permanently delete your data from the server. After the Service is stopped, terminated or canceled, the Platform Operator shall have no obligation to return any data to you.

6.4 The data in the Service that belongs to the Platform Operator shall be the exclusive property and trade secret of the Platform Operator, except as otherwise stipulated by laws and regulations. Without the prior written consent of the Platform Operator, you shall not use the aforementioned data for purposes other than those agreed in this Agreement, nor provide the aforementioned data to others in any form, nor commit any act that damages the business relationship between the Platform Operator and its customers.

6.5 If you need to collect, store or use any data of other Users on the Platform under necessary circumstances, you must obtain explicit consent from such Users in advance. You shall only collect User data that is essential for the purpose of operation and function realization (such as basic contact information and qualification certificates required for chemical engineering cooperation). At the same time, you shall inform such Users of the purpose, scope and method of relevant data collection to protect Users’ right to know and right to choose.

6.6 Once you cease to use the Service, or the Platform Operator terminates your use of the Service for any reason, you must immediately delete all data obtained from the Platform Operator (including all backups) and shall not use them in any way thereafter.

6.7 In addition to various security technical measures adopted by the Service to ensure data security, you shall take reasonable and safe technical measures on your own to ensure the security of all kinds of data and information stored on the Platform Operator’s servers due to your use of the Service (such as enterprise trade secrets, core project parameters, etc.), and bear full responsibility for the consequences arising from your own conduct.

VII. [Risks and Disclaimers]

7.1 You understand and agree that, in order to provide you with effective services, the Service will utilize resources such as the processor and bandwidth of your terminal equipment. Fees for data traffic may arise during the use of the Service. You shall consult the operator for relevant tariff information and bear the relevant fees on your own.

7.2 You understand and agree that when using the Service, you shall bear the following risks beyond the control of the Platform Operator, including but not limited to:

(1) Losses and risks such as information loss or disclosure that may be caused by irresistible factors including computer viruses, Trojan horses, other malicious programs, or hacker attacks;

(2) Service interruptions, data loss and other losses and risks caused by failures in the software, systems, hardware or communication lines of you or the Platform Operator;

(3) Losses and risks arising from your improper operation or use of the Service through means not authorized by the Platform Operator;

(4) Risks and liabilities arising from the retransmission and sharing of chemical engineering‑related content published by Users;

(5) Risks such as failure to log in to the Platform, incomplete data synchronization, or slow page loading caused by unstable network signals or other reasons;

(6) Other circumstances beyond the control or reasonable foresight of the Platform Operator.

7.3 You understand and agree that content such as chemical engineering project demands and service supply capabilities published by Users through this Platform may be copied, reposted, modified or used for other purposes by other Users or third parties beyond your expectation and control. You should be fully aware of the existence of such risks, and you shall not publish any trade secrets or core information you do not wish others to know on this Platform. If your legitimate rights and interests are infringed by relevant acts, you may file a complaint with this Platform, and we will handle it in accordance with the law.

7.4 The Platform Operator obtains the right to handle illegal or non‑compliant content or acts in accordance with this Agreement. Such right does not constitute an obligation or commitment of the Platform Operator, and the Platform Operator cannot guarantee the timely detection or corresponding handling of illegal or non‑compliant circumstances.

7.5 You understand and agree that, for business development needs, the Platform Operator reserves the right to unilaterally change, suspend, restrict, terminate or revoke all or part of the Service at any time without prior notice, and you shall bear such risks.

7.6 The Platform Operator will provide you with corresponding services according to the service type you select. You understand and agree that, based on comprehensive factors including user experience, Platform operation security, Platform rules and healthy development, the Platform Operator reserves the right to select the objects to provide services or conduct cooperation with, to determine the objects and scope of function opening, data interface and relevant data disclosure, and to suspend or terminate the provision of the Service to Users who are under any of the following circumstances (including but not limited to):

(1) Violating any applicable laws and regulations or the provisions of this Agreement;

(2) Affecting user experience;

(3) Having potential security risks;

(4) Being similar or identical to the existing main functions or functional components of this Platform, or capable of realizing the main effects of the aforementioned functions or functional components;

(5) Being similar to this Platform in interface, style, functions, description or user experience, which may cause Users to believe that the functions or services they use originate from or are authorized by the Platform Operator;

(6) Failing to cooperate with the Platform Operator in accordance with the principles of fairness and reciprocity, including but not limited to prohibiting, hindering, impeding, misleading or affecting Users’ independent choice or normal use of the Platform’s products on your own products or platforms, other third‑party products or platforms, or this Platform;

(7) Violating the operation principles of this Platform or failing to meet other management requirements of the Platform Operator.

7.7 You understand and agree that during your use of the Service, you may encounter risks such as force majeure, which may cause interruption of the Service. Force majeure refers to objective events that are unforeseeable, unavoidable and insurmountable, and cause material impact on one or both parties, including but not limited to natural disasters such as floods, earthquakes, storms, etc., as well as social events such as wars, disturbances, government actions, etc.

7.8 Compliance with Local Laws and Regulations: You shall comply with relevant local laws and regulations during your use of the Service, and respect local ethics and customs. If your conduct violates local laws, regulations, ethics or customs, you shall be solely responsible therefor. You shall avoid causing the Platform Operator to be involved in political and public events due to your use of the Service; otherwise, the Platform Operator reserves the right to suspend or terminate the Service to you.

7.9 Industry‑specific Risk Disclaimer: You understand and agree that the chemical engineering industry is greatly affected by national industrial policies, environmental protection policies, work safety policies, etc. Changes in relevant policies may result in the failure to implement project demands you published or the mismatch of service supply capabilities, and such risks shall be borne by you on your own.

The Platform Operator only provides information publishing and docking services, and does not provide any guarantee for the feasibility of chemical engineering projects, the quality of services provided by service providers, the performance capabilities of both cooperating parties, etc. All risks and liabilities arising from the performance of both cooperating parties shall be borne by the cooperating parties themselves.

VIII. [Intellectual Property Rights Statement]

8.1 The intellectual property rights of the content provided by the Platform Operator in the Service (including but not limited to web pages, texts, images, audio, video, charts, chemical engineering industry knowledge base, etc.) shall be owned by the Platform Operator. The intellectual property rights of content generated by Users in using the Service (including but not limited to project demand information, service supply capability information, service provider qualification materials, etc.) shall be owned by the Users or relevant obligees. Public information published by Users through the Platform shall be disseminated and shared with relevant Users on the Platform upon publication.

8.2 This Platform is a platform for acquiring, sharing and disseminating information in the field of chemical engineering. To provide better services to all Users, the Platform Operator may use public non‑confidential content such as account nicknames, avatars, authentication information and publicly published information within the scope permitted by law, including but not limited to providing search, link, project matching and other services.

8.3 Unless otherwise expressly stated, the copyrights, patent rights and other intellectual property rights of the software on which the Platform Operator relies in providing the Service shall be owned by the Platform Operator.

8.4 The copyrights or trademark rights of the “Silk Road Global Chemical Engineering Service Platform” and its related LOGO and commercial logos used by the Platform Operator in the Service shall be owned by the Platform Operator.

8.5 The intellectual property rights of the above and any other content contained in the Service are protected by law. No third party may use or create derivative works thereof in any form without the permission of the Platform Operator, Users or relevant obligees.

8.6 You understand and agree that any act of sharing, forwarding or copying the Platform’s information content to any third party shall comply with the norms and standards formulated by the Platform, including but not limited to displaying the original link of such information or content and ensuring that the functions attached to such information or content can be used normally.

8.7 Any illegal acquisition without the Platform Operator’s written consent and the obligee’s permission shall constitute an illegal infringement. You confirm and agree that, to timely and effectively protect your legitimate rights and interests based on the Service, you authorize the Platform Operator to take legal measures against infringing third parties on your behalf when your legitimate rights and interests (including but not limited to the right of communication through information networks, copyright, trade secrets, etc.) are likely to be infringed. Such legal measures include but are not limited to sending warning letters, filing lawsuits, applying for arbitration, and transferring the case to competent investigation authorities.

8.8 You only have the right to legally use the Service or relevant technical interfaces provided by the Platform Operator as agreed in this Agreement. All rights related to the technical interfaces, copyrights, patents and other rights related to the Service shall belong to the Platform Operator. Without the permission of the Platform Operator, you shall not use them in breach of this Agreement or applicable laws, nor shall you sell, transfer or authorize any entity or individual to use the codes, technical interfaces and development tools of the Platform Operator.

IX. [Legal Liability]

9.1 If the Platform Operator discovers, receives complaints from others, or is notified by regulatory authorities in accordance with the law that a User has violated this Agreement or applicable laws and regulations, the Platform Operator reserves the right to delete or block relevant content at any time without prior notice, and impose penalties on the violating account according to the seriousness of the act, including but not limited to issuing a warning, removing part or all of the followers, restricting or prohibiting the use of part or all functions, banning the account until cancellation, and announcing the result. The Platform Operator also reserves the right to refuse to provide services to such entity in accordance with this Agreement and the Special Rules.

For certified Platform accounts, in addition to the above penalties, the Platform Operator reserves the right to cancel the account’s certified identity and decide to temporarily or permanently ban the relevant account’s certification qualifications according to the circumstances.

If you find anyone violating this Agreement or using the Platform’s services in other improper ways, please immediately file a complaint with the Platform, and we will handle it in accordance with the law.

9.2 You understand and agree that the Platform Operator has the right to impose penalties on acts in violation of relevant laws, regulations or the provisions of this Agreement based on reasonable judgment, and to take appropriate legal actions against any persons in violation of laws and regulations. The Platform Operator may also preserve relevant information, report to relevant authorities or cooperate with investigations in accordance with the requirements of laws, regulations or regulatory authorities. You shall independently bear all legal liabilities arising therefrom.

9.3 You understand and agree that if any claims, demands or damages asserted by third parties result from your violation of this Agreement or relevant service terms, you shall be solely liable therefor. You shall also fully compensate the Platform Operator for any losses suffered thereby.

9.4 You understand and agree that, for the timely protection of Users’ legitimate rights and interests from infringement, if any right dispute arises in connection with your Platform account, the Platform Operator has the right to take protective measures according to the circumstances, including but not limited to suspending or freezing part or all functions of the account, until a valid judgment is rendered by the competent authority or you reach a consensus through negotiation without violating this Agreement. All legal liabilities arising therefrom shall have nothing to do with the Platform Operator.

9.5 To ensure the effective implementation of the Platform’s management measures and prevent circumvention or confrontation against the Platform’s management by registering different accounts or establishing/using different entities for registration, if the same entity or its affiliated entities (including but not limited to parent-subsidiary companies, head-branch companies, direct or indirect controlling relationships, relationships where the actual controller, directors, supervisors or senior management personnel directly or indirectly control such entity, VIE structure, or any affiliation that can be confirmed from securities market disclosures, official promotions, etc.) commit illegal, non‑compliant acts or acts in violation of agreements and rules related to the Service separately or in aggregate for multiple times, the Platform Operator has the right to terminate the appeal channel and refuse to provide services to such entities.

9.6 You understand and agree that, when you register an account or use the Service, if your account is found to involve abnormal situations or risks such as fraud, false qualifications or false projects, the Platform Operator has the right to reverify your account in accordance with relevant laws and regulations, and may take measures including rectification within a time limit, function restriction, suspension of use, account closure, prohibition of re-registration and other disposal measures stipulated in this Agreement according to the risk level. During the provision of the Service to you, if clues of illegal crimes or risk information such as fraud or illegal chemical engineering services are found, the Platform Operator has the right to transfer them to the public security, market regulation, housing and urban‑rural development, emergency management and other competent authorities in accordance with relevant national provisions and based on the type and severity of risks. When using the Service, you shall properly keep your personal account and password, and shall not illegally trade, rent or lend your personal account. If your account is found to involve abnormal situations or risks, the Platform Operator has the right to reverify your account in accordance with relevant laws and regulations.

X. [Notices]

10.1 Your use of the Service shall be deemed that you have read and agreed to be bound by this Agreement. The Platform Operator reserves the right to modify the terms of this Agreement when necessary. The Platform Operator may deliver various rules, notices, prompts and other information related to the Service to you through one or more of the following means, including but not limited to display on relevant service pages, webpage announcements, webpage prompts, mobile phone messages, e-mail, regular mail delivery, and internal messages sent via the account management system you use to register for the Service. You may check the latest version of the terms on the relevant service pages. After the modification of the terms of this Agreement, your continued use of the Service shall be deemed that you have accepted the modified Agreement. If you do not accept the modified Agreement, you shall stop using the Service.

10.2 You agree that any failure to receive relevant rules, notices, prompts and other information due to incorrect information such as mobile phone number, e-mail address, mailing address or other causes not attributable to the Platform Operator shall not affect the legal effect of such information on you, and you shall be bound thereby. All consequences and liabilities arising therefrom shall be borne by you on your own.

10.3 You also agree that the Platform Operator may send notices, reminders and industry information related to the Service to your mobile phone number, e-mail address, etc. If you need to unsubscribe from commercial advertisement information, you may do so in accordance with the instructions on the Platform.

10.4 You clearly understand and agree that if you need to notify the Platform Operator of any matters, you shall submit them through the contact information or channel system officially announced for the Service. Otherwise, the Platform Operator will not be able to receive your notice.

XI. [Miscellaneous]

11.1 Your use of the Service shall be deemed that you have read and agreed to be bound by this Agreement. The Platform Operator reserves the right to modify the terms of this Agreement when necessary. You may check the latest version of the terms on the relevant service pages. After the terms of this Agreement are amended, your continued use of the Service shall be deemed that you have accepted the amended Agreement. If you do not accept the amended Agreement, you shall stop using the Service. You understand and agree that, to continuously adapt to the needs of new business development and ensure the security and functional consistency of the Service, the Platform Operator reserves the right to update the Service without special notice to you, including providing function upgrades, revisions, or testing, changing or restricting the effect of some functions from time to time.

11.2 The place of execution of this Agreement is Dalian City, Liaoning Province, People's Republic of China (subject to adjustment based on the Platform’s actual operating address).

11.3 The establishment, effectiveness, performance, interpretation and dispute resolution of this Agreement shall be governed by the laws of the mainland of the People's Republic of China (excluding conflict of laws rules).

11.4 Any dispute or controversy arising between you and the Platform Operator shall first be settled through friendly consultation. If consultation fails, you agree to submit such dispute or controversy to the people's court with jurisdiction in the place where this Agreement is executed.

11.5 The headings of all clauses herein are for ease of reading only, have no independent legal meaning, and shall not be used as a basis for interpreting the meaning of this Agreement.

11.6 If any clause of this Agreement becomes invalid or unenforceable for any reason, the remaining clauses shall remain valid and binding upon both parties.

11.7 If you have any comments or suggestions on the Service, you may contact us through the Platform’s official customer service channel, customer service telephone, customer service email, etc. We will review the relevant issues as soon as possible and respond to your request within the time limit prescribed by laws and regulations.
